An accessibility checker is useful evidence about a PDF, but its report needs to be interpreted within a wider assessment. A machine can test certain structural conditions without being able to judge whether the document communicates its meaning effectively.
For a team commissioning remediation, the practical question is therefore not only whether a report is green. It is what was tested, what required judgment and which issues remain unresolved.
Ask which target was checked
An assessment should identify the intended PDF/UA profile and the applicable WCAG version and level. Those details define the target of the work. A report without a stated profile can be difficult to compare with the requirements in a procurement brief.
Also record the exact document version. A later export can differ from the file that was evaluated, even if the filename looks nearly identical. Keep the assessment and its corresponding file together.
Understand the boundary of automated validation
veraPDF's documentation states that PDF/UA validation covers machine-verifiable checks. PAC also supports checking many accessibility requirements. These tools help identify issues, but their output is part of the assessment rather than a substitute for every human decision.
Consider an image description that simply says “chart.” Its presence alone does not establish that the reader receives the information the chart was intended to communicate. A reviewer needs the surrounding context and the actual purpose of the figure.
Test meaningful reading tasks
Choose tasks that reflect the document. In a report, that might mean finding a program section, interpreting a data table and following a reference link. In a manual, it may mean navigating to a procedure and reading its steps in sequence.
Review the structure and use assistive technology as part of the process. Pay particular attention to content that moves between columns, footnotes, sidebars or multi-page tables. Record the systems used and the scope of the review so the findings remain understandable.
Ask for a useful delivery record
A remediation handoff should identify the finished file, the target requirements, automated results, manual review coverage and any material limitations. If an issue could not be resolved because source information was unavailable, that should remain visible.
For example, the document owner may need to confirm what a specialist diagram means before an accurate description can be completed. Hiding that dependency behind a general “passed” label does not help the next person maintaining the file.
Scope the work before comparing prices
